i had the same problem on a '03 T2000. It was my window motor. I replaced the switch and it still didn't work so i replace the motor, that was the problem. mine went out with no warning just stop working. It would go down but not up. You can replace it yourself in a parking lot as long as you have 3 1/2hrs. (2) 1/4 bolts and nuts, grinder, a #3 phillips screw driver, a torx set and a small socket set. it wasn't hard just time consuming. the window on a T2000 has to be all the way down to remove it. Its pretty straight forward once you get the door trim off.

the grinder i borrowed from a TA shop.

A pete 387 should be about the same as my T2 if you need help i could walk you through it 715 379 6516 Mark

Do you have an owners manual? That would show it the fuse location.

My thoughts are that both windows would be on the same fuse, so you may have a motor problem? I would run a test with a test light and see if you have power to the switch and then power to the window motor. If power to the window motor, the motor is the problem.
