Which is 'lockable' axle or gear set?

Is it the gear set or the axle that make an axle Lockable?

It is in your "gear set".

It is both. Its requires a double spline axle on the right side as well as some extra parts on the gear set. The housing is the same for Locker or standard at least on Meritor Rears.

Not sure of the make/model rear end in my friends truck, but he made his into a "locker" with a simple change of the "pumpkin" or "third member", what ever you want to call it. No changing of axles or housings. He used the sliding 5th wheel air switch to activate the lock in or out.

that would be nice to know how he did it, I could use a 4 way lock

You don't have to change housings however you must get a locking gear set( locker as an actuator attached to the differential) and axles to match ( locker axles have longer splines for the locker sleeve to work on ).
