Quickest return on investment, lift axle or ported manifold?

I am considering what improvements to make next to increase fuel economy. I am going to be getting the ported and coated manifold and bigger turbo for my 3406E CAT. I am also going to put a lift axle on my spread axle flatbed. I'm trying to decide which one will give me the quickest return on investment, so I can decide what to do first.

Lift axle would probably glean you the most payback for your dollar but it's also going to cost you more than the manifold.''italic text''

To be safe I would guess they are both going to gain you 2 tenths, so which ever one you can get done cheaper would be the one to do first.

I am running a single drive with a tag axle I pickup 4 tenths. Now the exhaust manifolds pickup exactly nothing other than lower exhaust temp.

Are you happy with your single drive with tag, is it liftable? I am about to have Fitzgerald's build me a glider and this is one option I am considering. I spoke with a contract mail hauler Sodrel truck lines, with 200+ rigs like this and after 30 years they still like them. I run mty 25-40% of the time. What would you do different if you could do it over. Also would you run trailer tires on lift axle or rotate drive tires between the 2 axles to even out uneven wear? Thanks.
