Brand new STOCK turbo slobbering oil

The engine is deleted. Baught truck pulled it into shop to throw headache rack on and noticed larg amount of oil coming out of hot side of turbo. Pulled off turbo seemed ok. Exhaust manifold was dry inside. Went got brand new one put it on. Next week water pump starts leaking put new pump on and noticed oil on hot side of turbo. So my question is…….. do I need aftermarket turbo? Or I’ve read something on here about jamming the actuator but I have not a clue how to do it. Will eventually get ahold of PDI and buy there set up but my piggy bank is running on reserves. Thanks for any and all help.
