The axle is rated at 12k, that's what you can put on it. Most states will let you slide with 12.5 without checking it, State regs listed in the front of your atlas show the different states allowable weight per axle. Also, your tire size can affect your capacity on your steer axle, the only state I can think of off the top of my head that checks this is South Dakota, I go thru there with overwiehgt loads occasionally and they want you to have 295/70s on the front instead of 275/70s...
