No heat up front in the cab.

I pulled the air box out and cleaned it and replaced the actuators for the recycle door and the temperature control. All was fine until on day I turned the control to turn off the heat and it would not turn off I do have heat shut offs on both heater hoses I ended up having to turn off the water to stop the heat. Later that week when I entered into colder temperature I turned the water back on and turn the valve to the right and no heat I replaced that actuator again but still no heat the heater cord is hot, and both heater hose lines . the new actuator does not turn completely neither does the old one ,seems to me it might be some type of internal electrical problem. If anyone have any information it would be greatly appreciated before I have to take this thing to Kenworth and get raped across the coals.
